			<content:encoded><![CDATA[<p style="text-align: justify;"><strong>The Bank of England&#8217;s</strong> Monetary Policy Committee has voted to keep base rate at 0.5%  this month, marking the one-year anniversary of record low interest rates. The MPC has also decided not to extend its quantitative easing programme beyond the £200bn it has already spent on buying up assets to boost the economy.</p>
<p style="text-align: justify;">Minutes published by the Committee last month show that <strong>the Bank</strong> may look to spend more on quantitative easing in the future, but wants to judge how effective its purchases have been before it commits more money to the programme.</p>
<p style="text-align: justify;">Figures from the Office for National Statistics last week revealed that the UK economy had grown between October and December by more than was originally thought.</p>
<p style="text-align: justify;">UK gross domestic product grew by 0.3% in Q4 according to the latest revision, up from the sluggish 0.1% growth initially estimated by the ONS. The quantitative easing programme was not expected to be boosted further this month as the Bank looks to curb rising inflation.</p>
<p>Inflation hit 3.5% in January, <em>the highest level since November 2008 and up from 2.9% in December</em>.</p>

<p style="text-align: justify;"><strong>Ben Thompson</strong>, director of mortgages at Legal &amp; General, says: &#8220;Political forces will significantly influence the overall economic picture this year &#8211; we&#8217;ve got an election coming up and inevitable tax hikes to tackle the gargantuan government debt. &#8220;This will hit the pockets of British families, tempering their spending and allowing the MPC to maintain rates at a low level for some time yet.&#8221; He adds: &#8220;The lurking threat is inflation though. &#8220;The Bank expects inflation to remain high for several months but only temporarily so. &#8220;There are some signs that inflationary pressure may build up over the course of this year and next year.&#8221;</p>
<p><strong>Ray Boulger</strong>, senior technical manager at <strong>John Charcol</strong>, says: &#8220;The economic arguments continue to suggest a tracker mortgage is the right choice for most borrowers because the economy is in such a mess that low interest rates are here for some time yet. &#8220;Yet the election cannot be ignored.  The markets have been expecting a Conservative majority and what once looked like a foregone conclusion is now not so certain.  This may have a negative effect on fixed rate pricing.&#8221;</p>

<p style="text-align: justify;">The UK base rate remains at 0.5% for the  eleventh month running. Although there are signs that inflation is starting to  increase in combination with the increase in the rate of VAT, there are no  indications that the <strong>Bank of England</strong> is planning to reverse its low-rate policy.</p>
<h3><strong><span style="text-decoration: underline;">Recession:-</span></strong></h3>
<p style="text-align: justify;">The UK finally emerged from recession in  January. In the last three months of 2009, the UK grew  by 0.1%. Whilst this is lower than expected, it is a welcome end to the stigma  that is attached with being in recession.</p>
<h3><strong><span style="text-decoration: underline;">Housing  Market:-</span></strong></h3>
<p style="text-align: justify;">The <strong>housing market</strong> continues to show strong growth.  According to Nationwide, house prices increased by 1.2% in January. In addition,  the average price of a UK property cost 8.6% more compared  to this time last year. Unless there is a fall in property values this month,  annual house price inflation is likely to move into double-digit territory next  month for the first time since May 2007.</p>
<h3><strong><span style="text-decoration: underline;">Mortgage  Market:-</span></strong></h3>
<p style="text-align: justify;">It is clear that banks now have a much stronger appetite  to lend. Over the last six weeks, there has been an incredible 22% increase in <span style="text-decoration: underline;"><strong> mortgages available</strong></span> at 85%; with approximately 384 products now available. There  has also been an increase in the 90% sector, with approximately 165 products now  on offer. This is good news and if lenders continue to operate in these markets,  we could see a significant improvement to the housing market in  2010.</p>
<p style="text-align: justify;">Risk remains central to lending policy and products are  priced to reflect this. 70% to 75% lending is considered “safe” with some rates  as low as 2.69% and fees of £995. At 85%, we are seeing rates at 4% and 90%  options at 4.99% with fees as low as £99.</p>
<h3><strong><span style="text-decoration: underline;">Buy to  Let:-</span></strong></h3>
<p style="text-align: justify;">The <strong>buy to let market</strong> has also seen some impressive  signs of improvement over the last five weeks. During 2008 and 2009; the number  of buy to let products available seriously decreased and the few lenders left in  this space introduced very heavy fees; typically 2% of the loan amount. Whilst  lenders had major concerns about this sector, recent analysis suggests that  tenant demand is still very strong, particularly in London. In addition, some  lenders have introduced products without a fee and lending at 75% with rates  below 6%.</p>
<h3><strong><span style="text-decoration: underline;">Summary:-</span></strong></h3>
<p style="text-align: justify;">Whilst the above news is very encouraging, some lenders  continue to tighten lending policy and are beginning to increase their standard  variable rates. Some SVR margins are now disjointed from the base rate. Certain  pundits refer to this as the “SVR Trap” where lenders look to increase variable  rates given the volume of people now taking advantage of the low margins. This  is a potential problem for existing borrowers and we have been working with many  clients recently to secure refinance products to minimise this risk. Given that  property values are more stable; we expect to see the remortgage market grow  this year for these reasons.</p>
<p style="text-align: justify;">Whilst we don’t anticipate too much in the way of  “outstanding” news this year; we don’t expect a return to the horror stories the  credit world has experienced over the last two years. We are very positive about  the future and we continue to work very closely with clients to address their  needs.</p>

<p style="text-align: justify;">The term <strong>Base64</strong> refers to a specific MIME content transfer encoding. It is also used as a generic term for any similar encoding scheme that<strong> encodes binary data</strong> by treating it numerically and translating it into a base 64 representation. The particular choice of base is due to the history of character set encoding: one can choose a set of 64 characters that is both part of the subset common to most encodings, and also printable. This combination leaves the data unlikely to be modified in transit through systems, such as email, which were traditionally not 8-bit clean.</p>
<p style="text-align: justify;">The precise choice of characters is difficult. The earliest instances of this type of encoding were created for dialup communication between systems running the same OS &#8211; e.g. Uuencode for UNIX, BinHex for the TRS-80 (later adapted for the Macintosh) &#8211; and could therefore make more assumptions about what characters were safe to use. For instance, <strong>Uuencode</strong> uses uppercase letters, digits, and many punctuation characters, but no lowercase, since UNIX was sometimes used with terminals that did not support distinct letter case. Unfortunately for interoperability with non-UNIX systems, some of the punctuation characters do not exist in other traditional character sets. <p style="text-align: justify;">If there ever were something that has truly become a unique innovation in <span style="text-decoration: underline;">videogames</span>, it would be online gaming and its ability to provide for <strong>multiplayer games</strong>. Now, multiplayer online gaming is not something that is new as it has been around for eight years having debuted with DOOM in 1998. Multiplayer online gaming, however, was not instantaneously popular across the whole spectrum of PC gamers.  It took a while for the ball to get rolling, but when it finally did start to gain momentum that the following that developed has seemingly exceeded even the most optimistic expectations of the early days.</p>
<h3>Defining Multiplayer Online Gaming</h3>
<p style="text-align: justify;">For those not familiar with the term, <strong>multiplayer online gaming</strong> involves several players can participate in an online game at the same time. They can work as a team facing the computer or they can play against each other. It has been said that multiplayer games of this nature were the first shift from computer games where a human faces an artificial intelligence to where humans play against other humans.  In a way, this phase that online games have entered seems to be a return to the past in terms of delivering the same purpose of games of old.</p>
<p>The Old Days</p>
<p style="text-align: justify;">Parker Brothers did not make a mint selling all those board games because the games were fascinating to play. (Most of the games were extremely simple minded, but benefited from excellent marketing campaigns) Part of the reason families and individuals loved to play these games was because they were social events where people could get together and have a lot of fun interacting. Yes, there were competitive people who took playing the board games too serious at times, but generally people liked to spend time together and have a blast with these classic games.</p>
<p style="text-align: justify;">When <strong>videogames </strong>became more and more popular, the games took a protracted approach to developing <em><strong>one player games</strong></em>. This ended up killing off a great deal of the benefits of social interaction. With the advent of multiplayer online gaming, video and computer games have joined the realm of social interaction filling the seeming void formerly held by board games. (Board games, however, are still popular and sell strong)</p>
<p><span style="text-decoration: underline;"><strong>Multiplayer PC games</strong></span> serve and excellent purpose of increasing the social lines of communication between people all across the globe and will probably continue to expand in volume and popularity.</p>

That venerable game simply revolved around rectangles bouncing a small square around the screen to create a multitude of “sports” games. Today, graphics and the sophistication of the games have increased so significantly that people love to play online game activities that provide the same wonder today that they did for people 30 years ago during the PONG days.</p>
<h3>The Critics</h3>
<p style="text-align: justify;">While there are those who vehemently criticize people’s addiction to the desire to play online game activities, the number of people who are active participants totally dwarfs the critics. The question remains, why do people criticize the ability to <em><strong>play online game</strong></em> activities? Part of the reason lay in that fact that playing video and computer games all day is isolationist. That is, it limits human interactions. Also, the feeling is that playing online games encourages lethargy and denies kids and teens valuable exercise time. Granted, there is some merit to these arguments, but the ‘danger’ of playing online games, as espoused by critics, is pretty much overly exaggerated.</p>
<h3>The Critics Debunked</h3>
<p style="text-align: justify;">If there ever were a huge benefit to a person opting to play online game activities, it would be the fact that the <strong>games </strong>provide a sense of wonder that can be built upon as inspiration for future endeavors. Many times, things that have their origins in popular culture are seemingly dropped down an Orwellian black hole when it comes to mentioning the educational and inspirational sources of success.  If one decides to play online game activities and these online game activities lead to the person becoming inspired to start a career in the computer field, then how could playing online games be such a bad thing?</p>
<p style="text-align: justify;">Therein lies the problem of illogical thought present in many critics of <strong>online games</strong>. Knowledge and inspiration and value can come from any source. If one decides to decry a certain source of knowledge as having no value (a dubious claim. A third party can not tell someone what is or isn’t of value to their education), then one has simply placed a limitation on someone else’s ability to learn. (Provide the person allows the other individual from impeding the pursuit)</p>
<p style="text-align: justify;">So, it is best not to deride one wish to <strong>play online game</strong> activities as the criticism of this “art form” is generally not warranted nor based in any serious issue requiring concern.</p>
